Over the past decade, Ke has led capture strategy, proposal management, and business development efforts that helped clients win contracts from $250K to $25M+ with USDA, HHS/NIH, IRS, NASA, DHA, and state partners. Before launching Studio Luzia, Ke served as a civilian program manager for the U.S. Air Force, overseeing portfolios up to $500M and coordinating cross-functional teams.

Ke specializes in turning complex RFPs into clear, competitive, and compliant proposals; integrating win themes, technical writing, management strategy, and capture intelligence into a streamlined process. Ke also builds BD pipelines, market assessments, and agency intelligence frameworks for emerging contractors looking to scale. Currently holds a PMP, MBA in Business Intelligence, Lean Six Sigma Green Belt, and an active U.S. Secret Clearance.
